These initiatives aim to enhance economic growth, improve public welfare, and modernise the province’s infrastructure, reflecting her commitment to the well-being and progress of the people of Punjab. The following is a detailed guide to Maryam Nawaz’s first 100 days as Punjab’s Chief Minister.

Nawaz Sharif IT City

The Nawaz Sharif IT City is an ambitious project with an initial allocation of 10 billion rupees. It spans an extensive 853 acres near the Pakistan Kidney & Liver Institute (PKLI) and Research Centre in Lahore. The project is managed by the Punjab Central Business District Development Authority (PCBDDA) and has been structured into four main segments: IT & Tech District, Education City, Film City, and Commercial/Residential areas. This project is expected to generate nearly one million jobs, directly and indirectly contributing to the economy of Punjab. It also includes tax incentives and the creation of special economic zones to attract both local and international investments. The government has declared a 10-year tax exemption for businesses operating within the IT City, which aims to further incentivise participation from various sectors. In a notable move, the Punjab government signed an agreement with China Machinery Engineering Corporation (CMEC) to help develop the IT City.

The initial phase of the project includes the construction of the Celestia twin-tower IT building, expected to be completed within 12 months. This phase is part of a meticulous plan developed by Nespak and an international consultant, ensuring the project meets global standards. The project also involves roadshows conducted by CBD Punjab to raise awareness and attract further investments. With an overall estimated cost of 100 billion rupees, the Nawaz Sharif IT City aims to establish Lahore as a major player in the global IT landscape. The inclusion of diverse revenue models, such as self-generation, joint ventures, and Real Estate Investment Trusts (REIT), is designed to make the project financially sustainable and lucrative for investors.

Ramzan Negahban Package

Maryam Nawaz also initiated a significant welfare program, the Ramzan Negahban Package, aimed at providing relief to millions of deserving families during the holy month of Ramadan. The Ramzan Negahban Package, worth 30 billion rupees, had been designed to benefit over 35 million people across Punjab; the package itself includes the distribution of 6.5 million hampers containing essential items such as flour, rice, sugar, ghee, and gram flour. Nawaz Sharif Kisan Card

Maryam Nawaz approved the launch of the Nawaz Sharif Kisan Card, which is poised to be a game-changer for small farmers in Punjab. Under this initiative, loans worth Rs 150 billion will be provided to 500,000 small farmers on easy terms. Each farmer can access a loan of Rs 30,000 per acre for purchasing high-quality seeds, fertilisers, and pesticides. The Kisaan Package includes various subsidies that will be distributed through the Kisan Card. These beneficiaries are chosen through a balloting system to ensure fairness and transparency. Each solar system provided under this scheme includes 1-kilowatt solar panels, an inverter, a battery—Lithium Ion ones for extended backup—and additional accessories like wiring. These components are selected to ensure that the systems can run essential household appliances such as fans, lights, and small motors, providing up to 16 hours of power backup​. The Chief Minister has directed the immediate initiation of a pilot phase to evaluate the efficiency and reliability of these solar systems. The pilot’s outcomes will inform the broader rollout, with plans to gradually extend the program to include more households across Punjab. A key aspect of the program is the emphasis on using the latest solar technology. This includes advanced solar plates and high-quality inverters and batteries to ensure long-term efficiency and minimal maintenance​.

The program’s administration involves several key figures and departments, including the Provincial Information Minister, the Chief Secretary, and the Secretaries of Energy and Finance. Their coordinated efforts are essential for smooth implementation and addressing any technical or logistical challenges that may arise during the rollout​. To apply for the solar systems, eligible households must be Pakistani citizens holding a valid CNIC, own their property or have authorisation from their landlord for the installation, and use only up to 100 units of electricity monthly. The application process is facilitated through an online portal where applicants can fill out the necessary forms and submit required documents. These documents include a scanned copy of the applicant’s CNIC, property ownership or authorisation documents, and recent electricity bills​.

Once submitted, applications are reviewed by relevant authorities. Successful applicants are notified, and the installation of solar systems begins promptly. This structured approach ensures that the systems are distributed and installed efficiently, minimising delays and maximising impact​.

Chief Minister Bike Scheme

The Chief Minister Bike Scheme, officially launched in March 2024, is part of the broader Chief Minister’s Youth Initiative. The scheme is designed to distribute 19,000 petrol bikes and 1,000 electric bikes to students. The initiative is structured to offer these bikes on easy monthly installments without any interest, making it financially feasible for students to afford their own transportation​. For this, the Punjab government has partnered with the Bank of Punjab in order to facilitate such a scheme. Under the terms of the agreement, the monthly installment for a petrol bike is set at PKR 5,000, while for an electric bike, it is slightly less than PKR 10,000. The government will cover the interest on these installments, ensuring that students do not face additional financial burdens​.

The application process for the bike scheme was meticulously planned to ensure broad participation. The eligibility criteria required students to be enrolled in a college or university, with a preference for those who can demonstrate financial need. A quota system was established to ensure equitable distribution: in urban areas, there is an equal split between male and female students, while in rural areas, 70% of the bikes are allocated to male students and 30% to female students​ The response to the scheme has been overwhelmingly positive thus far, with over 100,000 applications received. A computerised balloting system was used to ensure transparency in the selection of recipients. The first phase of distribution began in May 2024, following the completion of the balloting process​.

Maryam Nawaz herself has emphasised the transformative potential of this scheme. Free Medicine Delivery Project

The “Free Medicine Delivery Project” was officially inaugurated on May 4, 2024. The project is designed to provide free delivery of essential medicines to patients suffering from chronic conditions such as tuberculosis (TB), hepatitis, and cardiovascular diseases. This initiative is set to benefit up to 200,000 patients in its initial phase, ensuring they receive their required medications without the need to visit healthcare facilities​. Maryam Nawaz personally delivered medicines to patients in various locations. Her visits included the homes of Rasoolan Bibi and Munawar Malik, both cardiac patients residing in Shaman Katchi Abadi.

The project also saw the inauguration of the Sahulat Markaz in the Primary & Secondary Health Care department. This center is pivotal in restarting the registration process for TB and hepatitis patients, ensuring they are promptly included in the free medicine delivery program. Additionally, the establishment of a state-of-the-art drug testing laboratory was inspected by the Chief Minister to maintain the quality and safety of the medicines distributed​. The project was implemented swiftly, with all 32 field hospitals becoming operational within a span of six weeks. These mobile hospitals are equipped with diagnostic units, labs, ultrasound, ECG, x-ray machines, and pharmacies​.

The field hospitals provide a comprehensive range of healthcare services that cater to various medical needs of the rural population. These services include Outpatient Departments (OPD), where general medical consultations and treatments are offered to patients. Diagnostic services are also a key feature, encompassing X-rays, ultrasounds, ECGs, and lab tests to ensure thorough medical evaluations. Pharmacy services within these hospitals supply essential medicines at no cost, ensuring that treatment is accessible to all. Furthermore, the hospitals focus on maternity and childcare, providing immunisation for newborns and maternal health services to support both mothers and their children. Minor surgical procedures can be performed on-site in the surgical facilities available at these hospitals. Additionally, lady health workers are an integral part of the healthcare team, addressing women’s health issues and running school nutrition programs to promote better health and nutrition among school-aged children​.

The deployment of these hospitals follows a strategic plan to cover the most underserved areas first. Announcements are made in villages when a field hospital arrives, ensuring that residents are aware of the available services. This approach ensures high accessibility and utilisation of the facilities​. The field hospitals have received a positive response from the communities they serve. During the inauguration, Maryam Nawaz personally visited several sites, engaging with local residents and overseeing medical treatments. This hands-on approach has helped build trust and ensure the effectiveness of the project​.

Clinics on Wheels

In her first 100 days as Chief Minister of Punjab, Maryam Nawaz launched an ambitious healthcare initiative titled “Clinics on Wheels.” This project aims to deploy 200 mobile clinics throughout the province to provide essential medical services to the public, especially in underserved and densely populated urban areas. The Clinics on Wheels project was inaugurated in Lahore, where Maryam Nawaz emphasized the government’s commitment to making healthcare accessible to all. 2,500 Basic Health Centres

Each of the 2,500 basic health units (BHUs) is being upgraded with the latest medical equipment and staffed with trained healthcare professionals. The facilities will include diagnostic units, labs, ultrasound machines, ECG, X-ray facilities, and pharmacies to ensure comprehensive healthcare services are available. Additionally, Maryam Nawaz has emphasised the importance of providing free medicines at these centers, which will greatly benefit the low-income population.

To address the shortage of healthcare professionals, the government is working on recruiting more doctors and nurses, ensuring that each BHU is adequately staffed to meet the needs of the community. Special attention is being given to maternal and child health services to reduce mortality rates and improve overall health outcomes.

Upgradation of DHQs & THQs

In her first 100 days as Chief Minister of Punjab, Maryam Nawaz has significantly focused on upgrading the District Headquarters Hospitals (DHQS) and Tehsil Headquarters Hospitals (THQS) across the province. To achieve this, a system is being implemented to monitor and manage medicine supplies, preventing any potential shortages. This is expected to ensure that patients always have access to the medications they need, thereby improving health outcomes.

Emergency services are also being enhanced under this initiative. Advanced emergency services, including a motorised ambulance service, are being introduced to ensure timely medical assistance. Moreover, the plan includes the deployment of air ambulances to serve remote and hard-to-reach areas. This addition is particularly significant for improving healthcare access in rural regions, where medical facilities are often limited.

The implementation strategy for this upgradation plan is being rolled out in phases, ensuring systematic improvements across all districts and tehsils. Initially, thorough assessments of the current state of DHQS and THQS were conducted to identify areas requiring urgent attention. Based on these assessments, a comprehensive plan was developed to address infrastructure, staffing, and equipment needs. Adequate funding has been secured through provincial budgets, and there is potential for federal assistance to support this ambitious project. The expected outcomes of the DHQS and THQS upgradation under Maryam Nawaz’s leadership are significant. By enhancing the quality of healthcare services in both rural and urban areas, the initiative aims to reduce the patient load on tertiary care hospitals. This is anticipated to improve patient satisfaction and health outcomes due to the availability of advanced medical treatments and timely care. Furthermore, increased accessibility to healthcare services for remote populations is expected through enhanced emergency services and air ambulance provisions.

Air Ambulances

In an effort to enhance emergency medical services, Maryam Nawaz introduced Punjab’s first air ambulance service. This initiative aims to provide rapid medical response and transportation, particularly benefiting residents in remote and mountainous regions where access to healthcare facilities can be challenging. The air ambulance service is a significant step towards improving healthcare delivery and ensuring timely medical assistance across the province.

“Never Again” Project

The cornerstone of the “NEVER AGAIN” project is the launch of a dedicated women’s safety application. Unveiled on International Women’s Day, March 8, 2024, the app serves as a crucial tool for ensuring the safety of women across Punjab. The app includes features such as emergency contacts, real-time location tracking, and an alert system that can immediately notify authorities in case of an emergency. This innovative solution is designed to provide women with a reliable and efficient means of seeking help when faced with threats or harassment​.

Recognising the challenges faced by working mothers, the project allocates funds for the establishment of day care centers at workplaces. With an investment of one billion rupees, these centers aim to support working women by providing safe and convenient childcare options. Additionally, Maryam Nawaz announced the construction of working women hostels, offering secure and affordable housing for female professionals​. The “NEVER AGAIN” project also focuses on boosting women’s economic independence. It includes a policy that offers 50% loans to women entrepreneurs starting online businesses. This initiative is intended to support female entrepreneurship and reduce gender disparities in economic opportunities. Furthermore, the project includes measures to waive transfer fees on property gifted to sisters and daughters, ensuring women have greater access to financial assets and inheritance rights​.

Crackdown on Kites

Kite flying, while a cultural pastime, has led to numerous accidents and fatalities, particularly due to the use of sharp, metallic strings that can cause severe injuries. The urgency for a crackdown became more apparent following the tragic death of a youth in Faisalabad due to a kite string. This incident propelled Maryam Nawaz to take immediate and decisive action to prevent further loss of life​. The Punjab police were directed to enforce the existing ban on kite flying rigorously. This led to the arrest of thousands of individuals involved in kite flying and the confiscation of kites and metallic strings. Specifically, over a span of one month, more than 3,233 people were arrested, and more than 3,100 cases were registered​.

The crackdown extended to the manufacturing and sale of metallic kite strings. Authorities were instructed to shut down factories producing these dangerous materials and to monitor and control their distribution. This included the arrest of individuals involved in the production and sale of metallic strings​. To support these enforcement actions, a public awareness campaign was launched. The campaign aimed to educate the public about the dangers of kite flying with metallic strings and to promote safer alternatives. Public service messages were disseminated across various platforms to reinforce the importance of adhering to the ban​.

Maryam Nawaz emphasised the need for strict legislative enforcement and called for daily reports on the progress of these measures from the Inspector General of Police. This ensured continuous oversight and accountability within law enforcement agencies​.

Chief Minister Laptop Scheme

Following in the footsteps of her uncle, the incumbent prime minister, the primary objective of the laptop program is to enhance digital literacy among students and modernise the education system. The program aims to provide college and university students with the necessary technological tools to support their education and facilitate online learning. Additionally, it is designed to help students gain access to online jobs, thereby contributing to the reduction of poverty and boosting the digital economy in Punjab​. The eligibility for the laptop program is based on a merit-based selection process to ensure fairness and transparency. Students from various colleges and universities across Punjab will be considered for the program. The selection criteria focus on academic performance, ensuring that deserving students are rewarded for their hard work and dedication​.

Maryam Nawaz formally granted approval for the program, allocating 150 billion Pakistani Rupees for its execution. This budget covers the procurement of laptops, logistics, and administrative costs associated with the distribution. In order to streamline the application process, the government plans to launch an online portal where students can register for the program. Cheaper rotis and atta

One of the major highlights of Maryam Nawaz’s tenure was the reduction in roti prices. Initially, she announced a price cut for roti to Rs. 16, down from Rs. 20. This decision was aimed at alleviating the financial burden on the citizens of Punjab, especially the lower-income groups​. However, the price was further reduced to Rs. 12 in some areas. This drastic reduction aimed to ensure even greater affordability and accessibility of this staple food item across various cities in Punjab. The price varied slightly by region, with roti priced at Rs. 12 in cities like Bahawalnagar, Bahawalpur, and Rahim Yar Khan, while in other cities like Lahore, it was set at Rs. 14​.
