EU’s Kaja Kallas to visit Islamabad for talks with Pakistan’s top leadership

EU High Representative Kaja Kallas arrives in Islamabad on 1 June for the 8th EU-Pakistan Strategic Dialogue, with meetings scheduled with President Zardari, PM Shehbaz, Field Marshal Munir and Ishaq Dar.

ISLAMABAD (The Thursday Times) — European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas will arrive in Islamabad on 1 June 2026 for the 8th EU-Pakistan Strategic Dialogue, with meetings scheduled with President Asif Ali Zardari, Prime Minister Shehbaz Sharif, Deputy Prime Minister Ishaq Dar and Field Marshal Asim Munir, according to an official media advisory published by the European External Action Service. A joint press conference between Kallas and Ishaq Dar is scheduled for 12:30 local time.

A visit that reflects Pakistan’s rising global standing

This is not a routine diplomatic visit. Kallas will arrive in Islamabad as Pakistan concludes its most intensive period of international diplomacy in decades. President Trump posted US-Iran deal terms from the Situation Room on 29 May, crediting Pakistan’s mediation. Ishaq Dar met Secretary of State Marco Rubio in Washington the same day. Read The Thursday Times report on Trump crediting Pakistan here. US Defence Secretary Pete Hegseth said at the Shangri-La Dialogue that a “true friendship” is growing between Washington and Islamabad, describing Pakistan’s role as “an unexpected development.” Read The Thursday Times report on Hegseth’s remarks here. Trump, Rubio and Hegseth have all publicly praised Pakistan’s mediation within the space of one week. China formally acknowledged Pakistan’s role in joint statement 129/2026. Iran thanked Pakistan by name. The EU is now sending its most senior foreign policy official to Islamabad.

Who is Kaja Kallas

Kaja Kallas is the European Union’s High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission, effectively the EU’s foreign minister. She previously served as Prime Minister of Estonia and is known internationally for her firm stance on Russia following the Ukraine war. Her visit to Islamabad is the highest-level EU foreign policy engagement with Pakistan in years and the first since Pakistan’s emergence as a central figure in the US-Iran negotiations.

The Munir meeting

The EEAS media advisory specifically confirms that Kallas will meet Field Marshal Asim Munir alongside the civilian leadership. The EU’s top diplomat holding a bilateral with Pakistan’s army chief in the context of a strategic dialogue visit signals European recognition of Munir’s role not just in Pakistan’s domestic security but in regional and global diplomacy. Field Marshal Munir flew to Tehran for overnight negotiations on 22 and 23 May, was publicly praised by Trump, Rubio, Hegseth and Xi Jinping within days. The India contrast

Kallas visited India for the EU-India Strategic Dialogue in the weeks following the Pahalgam attack, at which she publicly stated that India has the right to protect its citizens. Her visit to Islamabad, including a meeting with Field Marshal Munir, reflects the EU’s commitment to engaging both sides of the India-Pakistan relationship at the highest level. For Pakistan, it is a signal that Europe’s diplomatic attention is not one-directional.

The GSP+ dimension

The Strategic Dialogue will also cover Pakistan’s GSP+ status, which gives Pakistani exports preferential access to the EU market and is of significant economic importance to Pakistan’s textile and manufacturing sectors. The December 2025 EU-Pakistan Joint Commission meeting in Brussels acknowledged progress in several areas under the 27 GSP+ conventions. Read The Thursday Times report on the EU Parliament’s recent resolution on Afghanistan here., including improvements in aligning Pakistan’s application of the death penalty with international standards and initial measures on minority rights. Both sides agreed to continue the dialogue on outstanding areas.

What to watch

The joint press conference between Kallas and Ishaq Dar at 12:30 local time on 1 June will be the most significant public output of the visit. Key questions for the press conference include whether Kallas publicly acknowledges Pakistan’s role in the US-Iran negotiations, whether any new EU-Pakistan cooperation frameworks are announced, and what language the EU uses on GSP+ progress. The Thursday Times will update this article with full outcomes after the press conference.
