RIYADH (The Thursday Times) — Saudi Arabia has appointed Aiman Al-Mudaifer as the new CEO of NEOM, the $500 billion mega-city project that is central to the kingdom’s Vision 2030 economic transformation plan. The shake-up reflects a renewed focus on “continuity, agility, and efficiency” as the project scales back some of its initial ambitions while seeking to drive forward its development and realise its futuristic vision.

Al-Mudaifer takes on this leadership role following his extensive experience managing local real estate and infrastructure investments at Saudi Arabia’s Public Investment Fund (PIF). Since 2018, he has played a crucial role in overseeing strategic investments aimed at diversifying the Saudi economy. His background positions him to steer NEOM’s complex portfolio of projects, including the linear city called The LINE, the luxury mountain resort Trojena, and the floating industrial hub Oxagon.

Scaling ambitions

Initially announced as a transformative city the size of Belgium, NEOM was designed to accommodate 1.5 million residents by 2030, with an emphasis on futuristic urban living, advanced technology, and renewable energy. However, recent estimates indicate a more modest goal, with fewer than 300,000 residents expected by that date. The recalibrated vision reflects a pragmatic approach to phasing the development, allowing for steady progress amid the ambitious goals initially set for the desert development.

Amidst these changes, NEOM’s new leadership signals a commitment to the city’s long-term goals despite shifts in scope. The LINE, perhaps the most emblematic of NEOM’s projects, is envisioned as a 170-kilometre, car-free city designed to prioritise sustainability and innovative urban design. The city will feature mirrored facades, high-speed transit, and eco-friendly living spaces. Although the project has faced criticism regarding its feasibility, the new leadership aims to focus on practical steps toward making The LINE a functional urban hub, bringing a redefined approach to futuristic urbanisation.

Luxury tourism

Alongside The LINE, NEOM’s luxury tourism components are coming into sharper focus. The recent opening of Sindalah Island marks NEOM’s first completed site, a resort destination tailored to ultra-luxury travel, featuring high-end hotels, private beaches, and an 86-berth marina. Sindalah is intended to appeal to affluent global travellers, especially as Saudi Arabia seeks to develop its tourism sector and position itself as a top destination in the Middle East.

In addition to Sindalah, NEOM plans to break ground on Trojena, a high-altitude resort that promises skiing, adventure sports, and eco-tourism attractions amidst a mountainous backdrop. This resort aims to introduce a new model for sustainable luxury tourism, aligning with Saudi Arabia’s goal of creating an environmentally-conscious tourism hub. Trojena’s unique setting in the desert mountains reflects NEOM’s ambition to offer an experience unmatched in the region, building on the kingdom’s ongoing efforts to diversify beyond oil.

Al-Mudaifer will also oversee the development of Oxagon, a floating industrial complex designed to house NEOM’s manufacturing, research, and technological innovations. Oxagon is positioned as a logistical and industrial base, incorporating automation and renewable energy sources to redefine industry standards. Its floating design reflects NEOM’s vision for futuristic infrastructure, presenting an opportunity to attract multinational corporations interested in establishing operations in a tax-free environment with proximity to major global trade routes.

This industrial city, while still in the planning stages, aims to blend robotics, artificial intelligence, and automation in ways that enhance operational efficiency and sustainability.
